Design an in-memory cloud storage system as a Python class `CloudStorageSystem`. It stores files by path, finds the largest files under a path prefix, gives each user a storage quota, and can merge two files into one smaller file. The features arrive in four levels; every level builds on the previous ones, and the final class supports all of them.
