Task Management System with Search, Quotas and Overdue Tracking

Build an in-memory task manager as a class `TaskManager`. It stores tasks with a name and a priority, can search and order them, lets users be assigned tasks within a time window under a quota, and tracks which assignments were completed or are overdue. Every method receives a `timestamp` (an integer) that says what time it is.
